The Transportation Security Administration (TSA) Highway and Motor Carrier (HMC) Division will be holding their inaugural HMC Regional Security Workshop in Nashville, TN, on Thursday and Friday September 4-5, 2008 at the Sheraton Nashville Downtown, 623 Union Street, Nashville, TN. The goal is to gather highway transportation industry security partners together from the trucking, motorcoach, school transportation and infrastructure communities to collaborate, share and discuss highway transportation security issues in a workshop forum. The workshop will consist of a general session Thursday morning followed by several panel-led break-out sessions that afternoon. The second day will offer break-out sessions including an exercise planning and development workshop that will be used in the building of a national highway security exercise program.

Morning Session - Part I
Office of Intelligence Threat Assessment Brief
Exercise I-STEP Overview:
TSA is developing a security exercise program for all highway modes. This session will provide an overview of this national exercise program and how it can be implemented in the highway industry. Participation in this workshop will help ensure that the program developed will answer all the different and unique industry needs and requirements as well as assisting you in the development of your own company and/or organizational programs.
Exercise I-STEP Demonstration:
TSA will hold a separate session to walk-through the I-STEP program Exercise Information System (EXIS). We will provide examples and show the capabilities of EXIS. We recommend participants first attend the I-STEP overview before attending this demonstration.
The What and How of the Core Security Requirements for the Highway Transportation Industries:
This session will discuss the main components that comprise the basics of the highway security process. We will go over the vulnerability assessments, security plans and training components; all of which are or will be requirements for some industries.
This workshop will include a panel discussion on the following topics:
- The value of having a vulnerability or risk assessment conducted. The assessment tools that are currently available through the government to assist you, where to find them, and how best to use them.
- The basic components that should be included in a security or emergency operations management plan. How a comprehensive security plan should interact with the other components (or pillars) of the security process.
- The final category touched upon will be security training programs: what is currently available, where to find it and how much training is necessary.
Morning Session - Part II
General Highway Security Overview (Set up for 4 Pillars)
Doing Business with DHS:
The Doing Business with DHS break-out session will be comprised of a panel of representatives from various government agencies to help you better understand how receive guidance, apply for grants, and apply for a contract with DHS, working with CBP/USCG.
Understanding Security Regulations and Legislative Requirements:
This workshop will enable the industry and government attendees to share best practice documents and help you prepare for the future of highway security.
This workshop will include a panel discussion on the following topics:
- Existing security regulations such as HM 232
- An overview will also be provided on Public Law 110-53, the 9/11 Implementation Act, and the resulting security ramifications
- The Transportation Workers Identification Credential (TWIC),
- The Commercial Drivers License (CDL) Hazmat Endorsement background check vetting program
- The Air Cargo Certified Screener Program
Access to Security Information and Notifications:
TSA communicates with security partners using numerous methods. This workshop will discuss in detail what TSA is doing and how we currently share information. It will also focus on what we can in the future to maximize our partnership.
This workshop will include a panel discussion on the following topics:

- Homeland Security Information Network (HSIN)
- TSA Alerts and Notifications
